    This author, credited with founding the Lebon Digest, is also considered, through his work, one of the founders of French administrative law, alongside Gérando and Cormenin. Among his extensive writings, Jean-Jacques Clère ranks *Elements of Political Law* as one of the four most important (*Historical Dictionary of French Jurists*, PUF, 2007, p. 525 et seq.). In the first part, the author describes the historical foundations of administrative law within civil society. The second, brief part is devoted to sovereignty. The third, and final, part is entirely dedicated to the study of government. It comprises over 400 pages! Certainly the most comprehensive study on this subject at the time of publication. Very rare.
