    This work constitutes one of the major contributions to 20th-century constitutional law. It contains the most complete expression of the notion of "rationalized parliamentarism," of which M.-G. is the author. A rereading of it leads us to recall that M.-G.'s proposals aim not only at the rationalization of the functioning of assemblies and accountability mechanisms, but at that of power as a whole. Other essential elements of this doctrine are rarely mentioned: the place he assigns to the institution of constitutional justice as a means of rationalizing power through the guarantee of the rule of law it provides; the notion of "unity of public law," which calls for the merging of domestic and international public law; and the issues of rationalizing federal institutions. An admirable and rare text.
