These questions are studied from an almost exclusively medical point of view. After a brief history of criminal anthropology, the author returns to (...) the various causes of degeneration and criminality. (...) Several chapters are then devoted to the physical stigmata and the psyche of degenerates. (...) From these theoretical questions, Mr. Wahl moves on to practical problems; he deals successively with the methods of identifying criminals, penal schools, and the general principles on which, according to him, the penal system should be based.
