    This excellent work provides a comprehensive analysis of “municipal socialism,” both from a legal and philosophical perspective. The author, sympathetic to municipalist theories, uses the term “conservative socialism” in the title because he believes that the increased resources granted to municipalities are ultimately a return to ancient practices that existed in both antiquity and the Middle Ages. From a legal standpoint, the analysis of the case law of the Council of State highlights a number of little-known decisions, notably an important opinion issued by the administrative sections of the Council of State in 1894.
