    Boullenois was greatly influenced by the Dutch School, which advocated the theory of exclusive territorial power, limited in its application by the will of each sovereign to allow for the enforcement of foreign laws wherever the conditions of international relations necessitated such a departure from their powers. From this, he derived several general principles: the sovereign may create laws, and these should be enforced throughout the territory; they may also establish laws governing foreigners with regard to property and contracts made within their domain; and they regulate simple policing measures for foreigners passing through the territory. Closely aligned with Bouhier's views, Boullenois, like Froland at the same time, developed one of the first theories of international law. The difference lies in the fact that he grounded each analysis in the principles he developed, a practice very rare in this field.
