    This is a very rare copy of this work, which constitutes a response to "La gestion administrative" (Administrative Management), published by Hauriou in 1899. In it, the author proposes a comprehensive criterion for administrative law, which, while not having a significant impact, remains relevant today. He suggests that administrative activity evolves between two poles: public power and patrimonial rights, with administrative acts being more or less imbued with one or the other. This allows him to demonstrate that certain acts of managing private property can remain administrative acts, while others constitute acts of private law. It also allows him to explain why certain branches of administrative law, such as property law or contract law, are similar in substance to civil law while remaining a law of administrative acts.
