    This work, produced under the auspices of the International Institute of Administrative Sciences, seems to us, we state unequivocally, to require rediscovery and reworking in order to give urban planning law the historical context it so often lacks. Among the contributions, we should note the following: The General Spirit of French Legislation on Urban Planning by Achille Mestre; A Code of Urban Planning by Michel Debré; Urban Planning and Aesthetics by J. Hourticq; The Financing of Urban Planning Operations by M. Fontaine; Experiences of Collaboration Between Municipalities and Private Initiatives in Urban Planning by M. Weill; Urban planning in contentious case law by P. Laroque and, last but not least, a study devoted to easements resulting from development projects, which addresses both the legitimacy of zoning techniques (at the time referred to as "zoning") and the question of compensation for urban planning easements, with reference to an opinion from the Interior Section of the Council of State that foreshadows Article L 160-5 of the Town Planning Code. In short, a major text in every respect.
