It is also inscribed within the temporal dynamics of urban planning, oscillating between Corbusian and Lefevrean approaches and the reflections of administrative sociology following Dupuy and Thoenig. Marked by these tensions, but also a major achievement of decentralization, whose essential principles have remained unchallenged for 40 years, it deserved to be re-examined, with the perspective afforded by time, by those who were its key players or its most insightful interpreters within legal scholarship. The decentralization of urban planning brought about by the 1983 law led to the emergence of a generation of legal scholars dedicated to the study and perhaps even the structuring of this area of ​​law. What Solutions?\". The richness of these three conferences and the significant number of contributions from each should not obscure the unity of this issue. Each conference, in its own way, addresses the issues of spatial planning in the face of, on the one hand, the new landscape of administrative organization since the 2015 regional merger, which gives a completely different dimension, in every sense of the word, to the SRADDET (Regional Scheme for Spatial Planning, Sustainable Development and Territorial Equality), and, on the other hand, the new constraint of climate change, which is being addressed through coastal erosion management, the Zero Net Land Take (ZAN) policy, and developments in urban planning law. Make no mistake, if the conference of November 29, 2024, concludes with contributions on public safety and co-ownership, it is because these issues are becoming increasingly urgent in territories where solutions to new challenges require improved urbanization in order to avoid the artificialization of agricultural and forest land and to prevent exposing the population to both industrial and natural risks. Intimately connected in every sense of the word: these populations populate these forests as much as the forests inhabit them. They are attached to them not only for economic reasons—they derive their livelihoods from them—but also for spiritual reasons. They are one with these forests. Yet climate change is disrupting this balance. It weakens these forests, which hardly need it, as they are already threatened by the forestry industry and\/or, depending on the country, the agribusiness industry, which does not hesitate to transform them into pastures or monoculture fields. The damage inflicted on the forests inevitably impacts their inhabitants. Protecting large forests from climate change is therefore not only a global environmental challenge; it is also a human necessity for the people who live in and depend on them. It is hoped that the upcoming COP 30, to be held in Belém in November 2025, will provide some positive and effective solutions to this challenge. To achieve this, we must work on it proactively. En effet, son point de départ a été l’organisation d’une présentation, pour des universitaires brésiliens, de la mise en œuvre de la loi n° 2017-285 du 6 mars 2017 créant une procédure de prescription acquisitive accélérée en Corse pour y remédier au désordre foncier.
