Not that it encompasses the subject matter, nor even lays its foundations. The work is seminal because it is the manifesto of a builder, the very same one who, at the Council of State, fought for an expansion of the scope of public responsibility. As if fearing that a definitive definition might solidify the subject, Teissier does not strive to account for it but to advance it, and to that end, to dismantle the arguments of the old school. He is careful, however, to establish insurmountable limits of irresponsibility, either to reassure himself or to reassure others. *The Responsibility of Public Power* is a militant work, with its share of audacity and its share of compromise. Whether they are visionary and contain all the answers, whether they are the work of an isolated mind powerless to convince, or whether, more modestly, they are representative of an era and the practice of law, ancient works constitute an invaluable source of tools for reflection for contemporary legal thought. Convinced, like others, of the detrimental effects of their gradual disappearance from libraries, the Institute of Public Law Studies at the Jean-Monnet Faculty (Paris-Sud-11) sought to contribute to their preservation and give some of them a second life.
